He quickly rose through the ranks and became staff manager for quality assurance as well as manager of operations for the FAA’s Eastern Region Air Traffic Division. Ruggeri started his career in the Federal Aviation Administration (FAA), where he was trained as both an oceanic and tower air traffic control specialist.
